Bio

Richard W. Schwester is a professor in the Department of Public Management, and he holds a B.A. from Johns Hopkins University and an M.A. and Ph.D. from Rutgers University. His research centers inter-local shared services, and police, fire, and emergency service delivery models. 

Professor Schwester has conducted research for municipalities throughout New York, New Jersey, Connecticut, and Michigan, in addition to the state governments of New York and New Jersey.

Professor Schwester has authored or co-authored over 45 scholarly publications, some of which have appeared in the Journal of Housing Research, Public Budgeting and Finance, Public Performance and Management Review, Public Administration Quarterly, International Journal of Public Administration, International Review of Public Administration, and the International Journal of Organization Theory and Behavior.  Furthermore, he is the co-author of Public Administration: An Introduction (4th edition), editor of the Handbook of Critical Incident Analysis, co-author of Public Administration in a Globalized World: Theories and Practices Between the U.S. and Korea, and author of Teaching Research Methods in Public Administration.
